Funding Notice
On Tuesday, June 23rd, HUD announced the CoC Builds Notice of Funding Opportunity. This funding is available for agencies to submit applications for new construction, acquisition, or rehabilitation of new Permanent Supportive Housing units for persons experiencing homelessness with a disability. In addition to funding for the development of the building/units, up to 20% of the application can also be used for rental assistance and supportive services for the ongoing operation of the program. For Essex CoC, an agency may apply for up to $11,000,000 in funding under this NOFO.
Process
The deadline for submission to HUD is July 23rd, 2026. Due to the quick turnaround time, the CoC will only accept applications submitted directly through the e-snaps portal (esnaps.hud.gov) by July 15th at 4 pm. The CoC will evaluate project applications and notify the selected agency.
Key Requirements
To be eligible for this funding source, the applicant/project must:
· Provide proof of site control at the time of project application
· Demonstrate that the project is financially feasible
· Have completed environmental review before awarded funds can be drawn for project activities
· Complete a subsidy layering review prior to grant execution
